"Economist" magazine,May 29, 2009 issue and Hong Kong Phoenix TV commentator have the same rationale as I sent my blogs in the past. I try to compare notes with others apropos of my views in my blogs.

"In order to spur a vibrant recovery, US households must rebuild their balance sheets. China's stimulus is the most spectacular policy regarding loosened fiscal and monetary reins." I would recommend Humanpower Policy in re job creation from skilled labor.
Such idea is cited in "Work and study Cycle Theory" about lifelong learning plus training in "Keys for Economic Understanding." www.Amazon.com online book catalog.

"Government policy helps explain why big emerging economies can recover more quickly,such as China and India but China's rebound will only be sustained if the economy shifts further from state-sponsored investment to private consumption." As far as I know,consumption sector has been stressed but the outcome remains to be seen from empirical evidence during the course of time from global context.

Secretary of Treasury may be Secretary of the Recovery (sic) page A15 Tim Geithner said:"We have a huge interest in common, and we want them to feel invested in making this system work." "Leap IN U.S. DEBT SADDLES TAXPAYERS": Each household 12% deeper in red. Such rise in red ink in 2008 stems from explosion of federal borrowing during the recession, plus an aging population driving up the costs and Medicare and Social Security.

Bottom Line: The government took on $6.8 trillion in new obligation in 2008, pushing the total owed to a record $63.8 trillion: Congress can reduce or incease the burden by changing laws. Push to improve language proficiency for understanding

Washington Post,May 30, 2009 page A5:

Amy Zegart, a professor at the University of California at L.A. said the "foreign language deficit" is a problem that reflects flaws with trade and federal deficits.

Americans need to study the Chinese language,a form of art and music for cultural enrichment and true understanding and Chinese must study American English and American culture such as economics. English is the language of international business for global communication in the IT world.

Languages are desiderata in the increasingly sophisticated markets seeking knowledge and wisdom with such sina qua non skills. Chinese and English are two official languages in the United Nations plus French, Spanish,Russian and Arabic.

To wit: "The market is looking at the over $ 1 trillion deficit and how we'll finance it and concluding it is too big to finance without FED assistance. But FED assistance is causing inflation worries, " says Bianco president of Bianco Research.

"Moody's investors service affirmed the USs triple A rating on Wednesday, despite significant deterioration in the US government's debt position. Moody's identified the dollar's underlying strengths. The global role of the US currency also contributes to the ability of the economy and government finances to rebound," said Moody's VP Steven Hess.

Such situation would be very timely for Treasury Secretary Geithner's visit in China June 1 to June 2,09 to encourge China to hold US government securities as investment. This is my rationale for mutual benefit of two countries namely: USA and China

Karabell is the author of "Superfusion: How China and America became one economy and why the world's prosperity depends on it." The book is to be published by Simon and Schuster in October 2009.

Citigroup about 33% US Investment about $45 billion Photo of Citigroup: As a partial owner of Citigroup, the US has reshaped the firm's board. It is political economy in action. As I sent my blogs in the past,such is the mix of public and private sectors of the US economy. My rationale is not incorrect as my modest view or humble opinion.

Chinese need o be an integral part of global recovery

China lent it, the United States spent it, is a boiled-down description of the economic relatiionship between the two countries over the past decade. US consumers gobbled up inexpensive Chinese goods, fueling high levels of global growth. The Chinese amassed huge saving, which were in large part used to fund US borrowing. The is not a virtuous cycle, but it is one that became hard to break.

I would recommend "Work and Study Cycle" to enhance productivity through education and training of workers in USA and in China to make constributions as bi-lateral division of labor without any idealogical bent for humanity in globalization.

IMF urges China to take measures to increase household incmes and Chinese would like to take a bigger role in governing the IMF.

The federal budget deficit is projected to approach $1.3 trillion next year, the highest ever except for this year, when the deficit is forecast to exceed $1.8 trillion. The Treasury is borrowing 46 cents of every dollar it spends, largely from China and other foreign creditors who are growing increasingly uneasy about the security of their investments.

Treasury Secretary Timothy F. Geithner considers a VAT(Value-added tax) VAT is cited in "Keys to Economic Understanding" published in 1976. The book is dedicated to the American decision makers. Search such book at www.Amazon.com for reference.

Yale law professor Michael Graetz estimates that a VAT of 10 to 14 % would raise enough money to exempt families earning less than $100,000 -about 90% households from the income tax and would lower rates for everyone else.

Graetz's proposal drew an endorsement from Paul Volcker, who called it a sensible plan for reform. "Do not monetizing the debt" is the title of the article: Richard Fisher,Dallas Federal Bank President, has returned from China where he was asked repeatedly about monetizing of the legislature. Mr. Fisher says "inflation destroyed the presidency under Jimmy Carter." He defends the Fed's action that designed to stabilize the financial system as I would call "Lingonomics" to be seen as monetizing the debt of political economy. Cf. my past blogs to the same. The delicate relationship between the FED and Treasury is too complex to be known by outsiders.

Mr. Fisher claims to be a believer in the renowned economist Joseph Schumpeter. Harvard professor Richard T. Gill published his economics texts in 1973,1975 citing Professor Schumpeter was asked by his students at Harvard in 1940s apropos of the future of the economy in global context,he said: "Socialism" but added that his prediction is not necessarily his preference.(sic) His vision may be witnessed by the empirical evidence in the 21st century. State University of New York Sponsored training of students from China

The survivors of earthquake in Sichuan were invited by State University of New York to have training last year and their education was completed this year with graduation ceremonies. Hong Kong Phoenix TV reported today.

Nancy Pelosi,the House Speaker went to China for consulting with Chinese leaders on climate cooperation and other mutually interested issues for better understanding of the members of Congress of the United States. Keep up with the news from media.

Asian American Heritage Month of May,every year in USA

On Oct. 28, 1992, President George H. W. Bush signed Public Law 102-450, enacting May as Asian-Pacific American Heritage Month. May was selected to memorialize two important milestones in Asian Pacific American history: the arrival of the first Japanese immigrants to the United States on May 7, 1843, and the contributions of Chinese workers in building the transcontinental railroad, which opened May 10, 1869. The purpose of this observation is to honor the achievements of Asian-Pacific Americans and to recognize their contributions to our nation. On Oct. 5, 1978, President Jimmy Carter had signed a joint resolution designating the annual celebration.

Pragmatism is to be driving the US agenda. The Obama administration has high hopes of winning China's cooperation on reducing harmful greenhouse gases, while close coordination between the two nations on economic issues has become critical amid the ongoing global financial crisis.

China is the biggest foreign holder of US debt, which helped finance the spending binge the United States went on before the economic crisis. Experts have expressed concern that China's substantial holdings of US debt give it increased leverage in dealing with USA because any halt in Chinese purchases of US bonds would make it more difficult to finance the government bailout and stimulus package.

Reflecting US concern,Secretary of State Clinton even publicly urged China during her February visit to keep investing its substantial foreign exchange reserve in US Treasury securities, saying, "We are truly going to rise or fall together."

Such meaningful statement is identical to my rationale in my past blogs for reader's understanding of the realistic US-China relations in the 21st century.

Read USA Today,May 22-25, 2009 with thoughts

Americans launch the summer travel season with half saying they don't plan to travel much, another quarter determined to spend less on vacations amid the recession.

Summer vacations put on ice due to tough economic times.However,I did travel to Shanghai many times and spent my money in China to boost GDP so that China can have foreign exchange reserve to purchase US government securities for all Americans to pay lower interest rates. Such is a win-win deal for Sino-American economics in the light vein. Read the headlines of US Treasury Secretary Tim Geithner's visit to China,June 1-2, 2009 for more details as I would envision.

My recommendation is to go to libraries nowadays and search books to broaden one's horizon for knowledge and wisdom.

Colleges consider 3-year degrees to save time,money

The 3-year degree is the common model at the University of Cambridge and Oxford Universityin England, and some US schools have begun with the idea.

I remember my experience at St.John's University, Shanghai,China from 1943-1946 with my completion of 132 credits for my graduation.

Purdue University's College of Technology in Indiana just announced a 2-year bachelor's degree starting this summer. It is aimed at educating unemployed auto and manufacturing workers but is open to anyone, created with the idea that workers whose firms are eligible for federal economic stimulus funds would go to school while receiving unemployment checks.

I taught at 2-year community colleges for three decades in California,PGCC,Montgomery College and I had the idea of such open colleges for all working adults who would attend local 2-year colleges for low cost with education and training opportunities. I still remember vividly that I taught Economics in a Women's College in Hollywood from 1958-196l on Hollywood Blvd.,Los Angeles,California with fond memories.

For your viewing pleasure: American Masters: "Hollywood Chinese" on Wednesday 9 p.m. PBS.

Police Chief Dan Liu was in "Big Jim McLaine" MOVIE with John Wayne in 1952. I was nominated as an honorary citizen of Honolulu,Hawaii by Chief Dan who was with the Police Force for more than four decades. A Police Station was dedicated to Chief Dan Liu in downtown Honolulu,Hawaii several years ago.

Nancy Kwan reflects on the difficulties she faced as a Chinese actress in Hollywood, recounting a lunch in Hong Kong years ago with Bruce Lee. I was teaching in Hong Kong in 1989-1990 as a Fulbright Senior Scholar with lively recollection of British Crown Colony then but it is a Special Administrative Region(SAR)of CHINA.

I also remember when I was a graduate student at Georgetown University in Washington,DC,folks in the nation's capital asked me if I am working in a restaurant or in a laundry. That was in 1948-50.

The Image of ethnic Chinese in USA is changed in 2009 under the campaign of "CHANGE" for Obama administration: Secretary of Energy Steve Chu and Secretary of Commerce Gary Locke are Americans of Chinese ancestry as leaders in USA.

Economist Richard Moorsteen of the RAND Corporation published "Remaking China Policy" published by Harvard University Press in 1971 with a vision of change for US-China relations.

US-China relations are getting positive and closer as two great nations are working together with issues of global economics. Secretary of Treasury Tim Geithner will visit China June 1-2, 2009.

Asian Pacific American Heritage Month,May 2009

"Airman" Magazine dated May 2009 issue with Chinese characters of "Zi Hao" which means Self Pride. Such words can be understood by educated Japanese re Kanji and educated Koreans re Hanga. This is the cultural affinity of Asians in America and elsewhere.

US Treasury Secretary Geithner testified in Congress

US-China economics should be viewed from macro-outlook instead of Micro-approach as per the insightful analysis of US Treasury Secretary Tim Geithner. He is going to China around end of May to consult leaders in China to try to solve global economic crisis from Sino-American cooperation and collaboration.

Premier Wen spoke in Europe stressing the market system in China as known from empirical evidence. China would resolve global financial crisis from globalization instead of Sino-American economics. Such talk is addressed to European Union as noted.

Hong Kong Phoenix TV interviewed an Indian analyst after the election:

India would like to endorse Western Economic Model and the Chinese economic system in order to have economic progress as known by ordinary folks in India. It is the Economy that counts in the minds of people in India. That should be noted by all with empirical evidence.

Such new move is an excellent reference for Sino-American economics if detected.

Hong Bopei or Hong Zhiming. Your option,please?

Phoenix TV reported on May 19,2009: US Ambassador Huntsman's Chinese name to be: Hong( Chinese surname) to sound like Hun as phonetic equivalent of his Huntsman with the Chinese name of Bo to mean "superior" and Pei to mean "caliber" i.e. Hong Bopei. A Great person(Hong) with superior caliber. Such Chinese name is impressive. However,I would recommend the name Hong Zhiming because " Hong Zhiming" would be closer as phonetic equivalent to his Last Name "Huntsman" in transliteration and translation since the Chinese aphorism of 4 words "Zhi ren zhi ming" implying unusual ability to appreciate folks' intelligence and moral character since he was a former missionary in Taiwan. Needless to say,the short form would be Zhiming as his personal name behind his surname of Hong to be "Hong Zhiming" instead of "Hong Bopei". Needless to say,his Chinese name is OK as given by his former Chinese teacher. But I have reason to believe that my suggested name would be fitting and proper in translation and transliteration of his Family Name,Last Name or Surname:HUNTSMAN. "Zhi ren zhi ming" is a proper Chinese motto as great(Hong) to be the "go-between" of two great nations,namely the USA and China since his future course of action would affect the wellbeing of two nations.

America's auto titans are dismantling their global empires. But Chinese auto sales are up, and this year China is projected to displace Japan as the world's largest car producer. Let us wait and see the empirical evidence in the years to come.

Chinese automakers are interested in the United States and that Detroit's automakers are interested in them. It is a matter of mutual benefit in Sino-American Economics.

Lingonomics: A posteriori versus A priori for your pick

1. Stephen S. Roach is the chairman of Morgan Stanley Asia. His article entitled "Manchurian Paradox" appeared in The National Interest magazine , May/June 2009 issue with the names of the former RAND consultant Henry Kissinger and researcher Jim Schlesinger as leaders of such periodical.

Page 60: "Wei Ji" in Pin Yin system of romanization to mean danger and opportunity. Not "Ji Wei" as the writer so interpreted. In other words,such opportunity will NOY lead to danger as I would envision. Ambassador Huntsman will play a significant role for Sino-American/US-China relations.

Page 63: Anti-China Trade Bill to be passed by Congress in the United States as the writer so predicted. But Protectionism is against the will of the peoples in nations. Free trade and open trade has been in the best interest under the roles and regulations of the World Trade Organization(WTO)

Eight Chinese Succinct Words to express Sino-American Relations

Ambassador Huntsman spoke 8 Chinese characters at Hong Kong Phoenix TV on May 17m 2009:

"Hu xiang bang mang,
Hu xiang xue xi"

The above would be the phonetic equivalents of Pin Yin system of romanization in Chinese. Such rationale is similar to my past blogs of mutual cooperation and mutual collaboration in the 21st century.

Americans need to learn Chinese language and culture and Chinese are encouraged to study American English and American culture.

I am so delighted to hear such words in Chinese Mandarin and I have reason to believe that closer and positive relations would be upcoming in due course of time.

Phoenix TV from Hong Kong reports the above news: The purpose of such visit as the leading economic decision-maker is to discuss with leaders in China apropos of economics of trade and related matters. Here is another evidence of closer Sino-American or US-China economics in the days to come.

The above is quoted from the May 2009 issue of Defense Technology International on page 41:

To wit: China is expanding its force projection capabilities on land,sea and in the air with a range of weapons. The primary goal is to protect econommic interests through control of the western Pacific.

My rationale: Both USA and China are two nations on both sides of the Pacific. During the economic crisis on the global context,two nations must work together for the best interest of the peoples instead of so-called control of the western Pacific as the writer stated.

It is to be noted that both USA and China are members of the Security Council of the United Nations and both nations are working for peace and economic development.

I have reason to believe that the Treasury Secretary has full knowledge of the needs of cooperation and collaboration in the same line of reasoning as the Secretary of State. They are the leaders to make decisions for the best interest of USA. I trust upcoming events would reveal the wisdom of mutual interests as empirical evidence. I remember that former President John F. Kennedy said:"We are all idealists. We are all visionaries. I am inclined to endorse such reasoning to be fitting and proper for the leaders to envision future course of action in the 21st century.

Pervasive loopholds engineered by well-connected lobbyists allow US multinationals to skirt American taxes and outsource jobs to low-tax countries. President Obama proposes plugging loopholes and tax coffers will grow by $210 billion over the next decade.

Gary Hufbauer suggests that Obama would have been better advised to cut the top rate and pay for it by simultaneously ending many preferences.

The empirical evidence would be the true outcome during the course of time.

General Motors to build more cars overseas and other tidbits

Washington Post, May 8, 2009 on pages A1,A22:

US government is pouring billions into GM in hopes of reviving the domestic economy, but when the automaker completes its restructuring plan, many of the company's new jobs will be filled by workers overseas.

Former labor secretary Robert Reich, now a professor at University of California in Berkeley said:" It is an impossible dilemma,GM is a global company -so for that matter is AIG and the Wall Street banks. Bailing them out does not necessarily redound to the benefit of the US or American workers." But the expression of "What is good for GM is good for America" has been in the minds and hearts of folks in USA for decades.

My comment: Globalization involves US firms overseas and the CEOs optimize the situations:
Labor costsare far lower. US autoworker with benefits costs about $54 an hour, a South Korean worker earns about 22 an hour,a Mexican workers earns less than $10 an hour and some Chinese workers can earn as little as $3 an hour, industry sources said as published by the Washington Post,May 8, 2009.

It should be noted that the cost of living of the workers overseas are different from workers in USA. Purchasing power parity must be understood and not the hourly pay for US dollars only. Moreover,lifestyles of the workers are different as well.

GM posts $5.98 billion loss for first 3 months of this year amid steep drop in revenue due to economic crisis and slumping auto sales.

Economist Paul Romer at Stanford raised the query:"What makes some economies grow faster than others?"

China has changed to the market system after reforms and China is doing OK recently as known to the world. Lifestyle of the folks in China with the leadership may be the answer to such query. A priori versus A posteriori. Cause orEffect? That is to be observed from empirical evidnce from independent observers with insights.

On page B5: Raymond J. Saulnier, age 100, economics professor passed away. Perhaps economics professors strive to be centenarians due to the nature of the discipline leading to laughter and laughter begets longevity for psychological and physical reasons as known to the medical professionals.

The burden of the public debt is the interest but the Treasury Department can sell US government securities i.e.monetizing the debt.

Page 9D: First Lady and Elmo promote healthy habits to plant veggies and eat fresh produce. Both would be talking about eating right and exercising regularly.

Prevention is better than cure as my motto for decades.

Yet some cardholders will sabotage the credit reform movement bacause Congress cannot simply legislate awasy the fact that many people are too financially vulnerable to have access to an unsecured line of credit as national addiction of easy credit.

Happy Mother's Day to Mei Xiang,the sweetheart to kids and adults alike

Headline:"National Zoo on watch for baby panda birth." The female panda Mei Xiang might be pregnant. Watch on the panda-cam at nationalzoo.si.edu

Baby pandas are so tiny- about the size of a stick of butter - that the expectant mother does not look pregnant.

Mei Xiang has been carrying bamboo into a dark, quiet area of the den,perhaps preparing to give birth. She has also been eating less and cradling some food, such as pears. If Mei Xiang is pregnant, she would likely have her cub within three weeks.

Dad Tian Tian and 3-year old Tai Shan are out in the yard each day but the Panda House is closed to give Mei Xiang some quiet.

Swine Flu Update: Notoriously difficult to diagnose

A professor of Microbiology of Johns Hopkins University was interviewed by Radio WTOP. He said that the number of the victims is increasing with more cases. However,we must wait for weeks or even months to find out such changing virus. The weather in Metro Washington is very fickle with lots of rain for several days already. Wash hands often and listen to radio broadcast for updates. H1N1 virus,Type A as the new name in Hong Kong from Phoenix TV but Swine flu is still being used here is the nation's Capital media.

There are those who don't know and those who don't know they don't know. The situation is fluid at best and we shall witness the empirical evidence soon. Flu's true severity is till unknown.

US-Chinese concrete cooperation is currently weak. Henry Kissinger and Zbigniew Brzezinski have called for a heightened bilateral relationship between the US and China since both nations share some fundamental foreign policy goals: kickstarting economic growth and maintaining peace and stability in East Asia and halting clilmate change(binomics) plus defense policy coordination. The National Security Council and the VP Office could ideally play a central role in this effect.

I have sent my previous blogs with the same rationale.

Similarly, a more centralized US approach to China will lead to more effective cooperation with US allies such as UK,Australia,Japan,Korea,France and Germany.

Japanese Premier Aso visited China a few days ago and Chinese high-ranking official Wang will visit UK in Europe next week for talks apropos of global economic recovery.

The time has bome to have knowledge of Chinese language and Chinese culture to have better understanding of the minds of the Chinese.

For decades, the world has depended on the US consumer to gobble up goods, helping to fuel global growth. Over time the US will have to increase its investment rate and exports, while countries that have been saving too much, particularly Chin, will have to find ways to increase domestic demand. So far old patterns persist, with the US leading the way in borrowing its way out of this recession. Borrowing and saving nations have het to come close to an understanding of how this imbalanced relationship will change.

As far as I know,China is expected to buy more American products in the days to come.

Economic Goals for China and Taiwan as a part of China. There is only one China:

The Nanjing talks were the 3rd round of cross-straits negotiations since President Ma took office a year ago after years of strained relations between Taiwan and China. Such relations have been improving and are at the strongest in six decades.

The next round of cross-straits talks will involve an economic cooperation framework agreement. Chinese folks in Taiwan believe that it would not only help normalize relations with mainland China but would also prevent marginalization as China's economy becomes more integrated with the world.

It is all the ECONOMY as we are witnessing the developments of Sino-American Economics.

Chinese students are coming to USA

Chinese students are coming to USA for reasons of mutual benefit of two nations on both sides of the Pacific.

China's increasing prosperity fuels interest in US colleges. It is a matter of human resource to be trained in USA for investment in human capital.

"Folks believe the education offered in the US is undoubtedly the best in the world." said Betty Xiong from Shanghai. In the past three years, the number of Chinese applicants to Georgetown University rose from 95 to 208. Georgetown is famous for the location in Washington with easy access to the US government and the renowned alumnus such as President Bill Clinton.

I had arrived in the United States from Shanghai in 1947 to USF and came to Washington to earn my graduate degree from Georgetown University in 1950.

China's growing middle class provides an expanding pool of people able to afford overseas travel and parents often are willing to pay a considerable sum to educate an only child for a promising career with degree from the United States.
