Common Ground in USA/China: Work -Study Cycle

Work-Study is a good initiative: As a former economist with U.S. Department of Labor,I wish to state categorically that labor should be viewed as a kind of human capital resulting from a combination of formal education,work experience in the specific field and lifelong self-study. I have been involved in such pursuits in USA for decades. Such progress may be viewed as a process of learning through experience with added expertise in educational and professional output. In the United States, on the job training (OJT) has been popular in governmental, academic, industrial and business institutions with extra dimension for economic benefit. I believe such practice would be beneficial to China as well especially the Apprenticeship Programs for training the workers on both sides of the Pacific,the USA and China. Cf."
