Congressional Record, July 18, 1974 published the above title. Richard T. Gill of Harvard University quoted such in his textbook in 1975 and such rationale was cited in the State of the Union message in 2004 and 2005. President Bush at CSpan radio mentioned the role of community colleges apropos of American economic developement from the grassroots a couple days ago. I was intellectually satisfied to learn that my analysis has been viewed in the same vein by Harvard economics professor and political leader in USA that I envisioned in 1970s.
