Higher education investment act: Human Capital in USA,China

At this critical juncture in our history,America's public community college stand ready to partner with the federal government and our states to help revitalize our nation's economy and educate and train the next generations of Americans to meet the challenges of global competition. The following works are dedicated to such mission:

4. Work and Study Cycle Theory.1978. To be validated and implemented in USA or in China to enhance productivity for adult workers.

The two fastest growing groups in US population have the lowest college graduation rates: only 37% for black Americans who start college and 44% for Latinos who start college. Moreover, American schools and colleges are inexcusably deficient in providing fair educational opportunities to our poorest students.

In China,poor students can apply for scholarships to go to schools and colleges as recent policy to train human resources in China.

I was awarded scholarships at the University of San Franciso,Georgetown University Graduate School and California Open University several decades ago to complete my terminal degree due to my financial needs.

In my past blogs,I have advocated the role of the government to finance education for the needs of human capital in America in the 21st century.

It is gratifying to read such investment act today as an open letter to President-elect Obama and his administration by Carnegie Corporation of New York.
