On pages 365,366,375, 383,412,413: RAND had been created in 1945 as a continuation of the civilian scientific work for operational analysis during the war. RAND stood for "Research and Development" since all it did was churn out paper. One of its major tasks would be to try to make sense out of America's nuclear war fighting plans and strategy.
