Why should we study languages? For cultural enrichment

Altho the internet might have started in the USA and was English -based. US no longer has the largest number of Internet users. China does with 298 million users to the US 220 million. About 90% of the Chinese users prefer content in the Chinese language. Such was published by the Washington Post,April 30,09 on page 20 of Prince Georges Section.

In order to communicate with folks in China,"A Glimpse of the Chinese Language" is dedicated and is available free of charge as a pfd format at www.rand.org.

Francis Shieh aka Xie Shihao,a promoter of the Chinese language with art(calligraphy) and music(4 tones in Mandarin) to the readers of Sino-American Economics to communicate with the Chinese language in the name of humanity since China is the most populous nation in the world. Understanding via language is known to all.

"Yi xiao,Yi shao" Laughter leads to rejuvenation!

Smile may be the way to win minds and hearts of folks but laughter begets youth.

In Pin Yin system of romanization, the word is "XIAO"

"Xiao-hua" is a joke. Cracking a joke would be a good way to be happy in the USA and in China as well. There is the goal to seek common ground for the wellness of humanity. "A Glimpse of the Chinese Language" in English is hereby dedicated to all folks who would appreciate the art and music of the Chinese language. It is available free of charge at www.rand.org in pdf format as a public service.

Beware of "xiaoli cang dao",however,i.e. Murderous intent behind one's smile. That is a joke as well. Reason: It is impossible to hide a knife with a smile except a metaphor.

Francis Shieh aka Xie Shihao, thanks from a hero of poetry in name only. Pushing the smiling habit to the readers of www.Sino-American Economics for longevity.

Economics may be regarded as a joke with metaphor in my prior blog with the newly coined word:"Lingonomics."

Political Economy is in evidence?WashPost 4.29A14

Gregory Mankiw, a professor at Harvard University said:"It is almost inconceivable that the political process will be good at corporate governance. The most one can hope for is that this period will be temporary, that the federal government will well off its equity stake to private investors as soon as possible."

It is the mix of public sector and the private sector in the American economy. It is always a matter of degree, not in essence for the two sectors in America or in China as well.

Some economists point to Europe as an ominous example of state ownership. "In Italy, we did that in the 1930s and it took until the mid-1990s to sell them back" said Luigi Zingales, a finance professor at the University of Chicago.

The combo of two sectors has been in evidence in Europe for decades.

John Silvia, chief economist at Wachovia said:"It is still raining but we are past the worst of the storm." Or to use another metaphor thik of the economy as a bathtub. The goal is for the tub to be full for the economy to produce as much in terms of goods and services as the size of the labor force and technology will allow, to to operate at full employment with almost everyone who wants a job able to find one. Right now, the bathtub is far from full. It has been draining since the recession began 16 month ago, and the unemployment rate is 8.5%. There are optimists and pessimists. Pick you own school of thought. I am inclined to be optimistic if labor force can be properly trained. Cf."Keys for Economic Understanding." and my blogs in the past for your reference.

Here is "Lingonomics" in action as I coined the word for readers to be aware of the state of the economy.

Professor of Economics Alan Blinder of Princeton University stated:"The banking crisis will soon grab the headlines again. The leaders will start tiptoeing through financial and political maine fields. Congress would not be easy to vote for bank bailouts as a tremulous prediction.

Economist Nouriel Roubini is Dr. Realist. Phoenix TV news

Lally Weymouth of Newsweek and The Post interviewed Prof.Roubini of New York University, published at the Washington Post,April 27, 3009 on page A19:

"In the short run, China has no option but to accumulate dollar reserves. Why? Because if they stop doing that, their currency would appreciate sharply while their exports are plunging. China cannot afford to let its currency appreciate any further, and to prevent the appreciation given their current and capital accounts they have to buy another $499 billion of reserves this year along. They want to create a yuan zone in Asia. They are pushing for inter-Asian trade to be conducted in yuan. They are taking several steps that will lead their own currency to become an international currency." Such statement may be the outcome of Sino-American Economics at present for readers' own thoughts.

According to Phoenix TV report,April 28, 09,Chinese Minister of Commerce Chen met US Commerce Department Secretary Gary Locke and Larry Summers of economic adviser to the President to discuss Sino-American Economics in action as per the volition of the leaders of two nations for mutual benefit in the 21st century.

"Lingonomics" from words in use re economics

Socrates refined the terms in ethics which is relevant to economics. Such as virtue, friendship, courage. These words are useful to describe the nature and substance in the field of economics.

Plato explored the words like idea, form in psychology which is a part of economics as well.

Aristotle firmed up words as information, abstract, accidental, generic, specific. They may be part and parcel in economics.

The vocabularies of Plato and Aristotle,Latinized, permeated the philosophy of the West. However, there are similar concepts in Confucianism as I tried to compare in my work entitled "Philosophy of Mencius,"listed at the Library of Congress www.loc.gov in 1950.

Adam Smith was a professor of moral philosophy but a renowned economist as well.

The highest degree in economics is Ph.D., i.e. Doctor of Philosophy. That is the rationale per se!

I have reason to believe that economics students should study ethics and morality in Business Ethics as courses in Business Schools in USA and in China.

"False Economy" By Alan Beattle 321 pp. $26.95

Washington Post,April 26, 2009 on page B7:

Pop social science - think Steven Levitt and Steven Dubner's "Freakonomics" is tricky. Authors risk sacrificing the intricacies of scholarship in the service of reader-friendly anecdotes.

Alan Beattle, the world-trade editor at the Financial Times and a former economist for the Bank of English, resists this kind of reduction in "False Economy," a thorough examination of economies from the age of empire to the age of the IMF. Cf. recent blogs on IMF at www,blogger.com several days ago.

Standing proudly against psychology, dialectical materialism and inevitability, Beattle writes, "History is not determined by fate...it is determined by people." I concur in toto as shown in "Keys for Economic Understanding." He insists that it is not destiny but the right and wrong decisions by political leaders that cause societies to rise and fall. Leaders in economics got involved as well.

Beattle's analysis dazzles with particulars: He explains why Africa doesn't grow cocaine (poor infrastructure), why Peru grows most of the asparagus consumed in the US(good lobbyists), I would point out the Law of Comparative Advantage. Why pandas (whose diet is almost exclusively bamboo) Pandas are well-liked by children and adults alike in China, USA and in nations in the world. Why? the Combo of the Black and the White colors from China as a clear indicator of the rise of China.

A lover of Adam Smith's invisible hand, Beattle criticizes protectionist mollycoddling of inefficient industries. Adam Smith was a professor of moral philosophy. But despite his generally conservative outlook, his far-reaching history is grounded in a curiously Obama-esque, populist belief that open markets guided by modest, business-friendly policies can guide us through the current economic downturn - that, as Shakespeare out it, "our remedies oft in ourselves do lie." President Obama has received high approval so far.

Here I would like to reiterate the newly coined word of "Lingonomics" for rhetorical desiderata.

Francis Shieh aka Xie Shihao, an octogenarian student of economics wishing to share with readers for the current state of economics as empirical evidence of the worth or dearth of any shape and form of economics.

"The Subprime Solution" by Robert J. Shiller 2008 et al

The author is a professor of economics at Yale University and the book is published by Press.princeton.edu $16.95

Prof. Shiller blames the irrational exuberance as our economic culture and drove the economy's two most recent bubble in stocks in the 1990s and in housing between 2000 and 2007.

The bubbles led to the dangerous overextension of credit now resulting in foreclosures, bankruptcies, and write-offs, as well as inter-connected global credit crunch.

His first mentor, the late Prof. F. Modigliani taught him about social purpose in economics. I sent the same rationale of Socio-Economics to www.blogger.com to that effect.

The crisis has set in motion fundamental societal changes that affect our consumer habits, our values, our relatedness to each other. Consequently, the social fabric and rugged individualism as our psyches has been more evident as I have noted as well.

Mistakes of former FED chairman Alan Greenspan was pointed out by Professor John K. Galbraith in "Keys to Economic Understanding" in 1976 with his insightful vision.

On page 63, emerging nation like China has captured the imagination of speculators in the markets of gold and other metals. On Page 82, the city of Dongtan with no conventional cars, is being built on the island just off the coast of Shanghai by Britith firm to be completed in 2050 in anticipation of half a million residents.

"Foreign Affairs" magazine May and June 2009 issue with the cover of "The China Challenge" without in-depth studies of Chinese culture. It is a political focus from researchers at Council of Foreign Relations. Perhaps the authors should stress Sino-American Economics to realize the desiderata of two nations in the 21st century.

A bolder IMF, bigger role for China:WashPost,4/26/09

On page A5 of Washington Post,April 26, 2009:

Global financial chiefs agreed to reshape the IMF, moving to broaden its mission and accelerate plans to give developing giants including China, Brazil and India more say within the institutions.

The fund, the IMFCommittee said may also consider market borrowing to increase its resources. IMF will issue bonds similar to US Treasury bills. That would provide new ways for developing giants such as China to invest in the fund, the IMF and China are close to agreeing on a deal in excess of $40 billion.

Here is empirical evidence to monitor economics in action for globalization to resolve economic crisis from recession to recovery soon.

President Obama endorses the role of community colleges in USA

President Obama's call for higher education for all Americans is doable:

The United States began building higher education capacity in 1947, when the Truman Commission established the concept of universal access to higher education and created open admissions community colleges. I arrived in the USA in 1947 to pursue my graduate studies at the University of San Francisco and Georgetown University Graduate School. I do remember such historical pronouncement very well.

The 1965 Higher Education Act established financial aid and I taught Economics at Glendale College in California with my California teaching credential in 1961.

These actions resulted in a post-secondary education system that guarantees access to all. No other nation has such infrastructure in educational system.

All Americans, young or old, can use community colleges to upgrade their skills or obtain an Associate Degree. This existing system can be used to retrain workers for better jobs to supply the demand of a changing society. We can easily detect such significance for economic recovery from recession via training for displaced workers to find new jobs. Such proper utilization of human resources is sine qua non for a competitive America.

The following works are dedicated to the above rationale as my modest contributions to USA and China for relevance during the economic crisis.

2. "The Future of Community Colleges" published by the Congressional Record,July 18, 1974 as my vision in the 20th century for the 21st century.

I have been supporting Obama before November election and voted for Obama.

Americans rethink their must-haves: A professor of Commerce says "We're still a very materialistic society but there has been a sort of small trend toward being a little bit more introspective about materialism and consumption.

The following formula is included in my lecture in Shanghai in 1981:

Paul Samuelson,MIT economics professor, the first American Nobel Laureate in Economics has a "Formula of Happiness" with "Material Consumption "over "Desire" in his textbook but I am inclined to add "Intellectual Pursuit,""Spiritual Satisfaction" and "Good Health" in the numerator of the "Formula for Happiness." 1. American consumers have the right to purchase products from China at their own decision due to less cost for their own budget. Such has been the reason for trade deficits accumulating over $1.5 trillion in US currency reserves for foreign exchanges. Secretary of Treasury Timothy F. Geithner refused to name China as a currency manipulator as reported in the media several days ago.REASON: He understands the true facts for the best interest of USA.

2. China continues to purchase US Government securities as a friendly nation to promote positive Sino-American economics in the 21st century.

"Remaking China Policy" by economist Richard Moorsteen of the RAND Corporation, published by Harvard University Press in 1971 with a vision of former President Bush's visit in China today for a conference as per the Radio Broadcast and the visit by President Obama to China in the Fall this year

In March 2009 issue of Armed Forces Journal,Loren Thompson published "America's Economic Decline": -

The problem is not just a severe cyclical downturn caused by excesses in the housing market. The economy is undergoing a more profound, secular erosion that has resulted in it giving up a little more of its share of global output every year in this decade, in much the same way that General Motors and Ford have gradually yielded share in the domestic auto market. When the current decade began, America generated nearly a third of world output. By the time it ends,America will claim barely a quarter. Optimists such as Fareed Zakaria of NEWSWEEK describe this trend as the rise of the rest, but it might just as easily be called the decline of the West, especially America.

Thomas Fingar, predicted that the international system would be transformed over the next 15 years in much the say way that it was remade after World War II. But unlike during the Cold War,when America rose to unrivaled supremacy, Fingar's study predicted it would be China that had the most influence on global politics and economics in the years ahead. The US would probably remain the single most powerful nation in the near term,Fingar concluded, but in relative terms,China would be rising fast, and America would be declining. "Every 60 years the world revolves" as the Chinese saying goes! "Liu shi nian feng shui luan liu zhuan" in Pin Yin sytem of romanization. Cf."A Glimpse of the Chinese Language" available free of charge via pdf format at www.rand.org for reference.

Let us look at the empirical evidence in the days to come as witnesses of such transformation re globalization apropos of political economy in the 21st century.

Former Deputy Treasury Secretary Robert Altman rendered a similar verdict in Foreign Affairs keyed to the credit market collapse. Altman warned that the unfolding financial crisis is a major geopolitical setback for the United States in Europe, and predicted it would accelerate trends that are shifting the world's center of gravity away from the United States. He too saw China as a rising power poised to capitalize on America's decline.

In BoAu,Hainan Province, the Asian leaders are having a significant conference to such effect. I watched Phoenix TV in Hong Kong with up-to-date information of on-going happenings in Asia to be reflected in the world.

According to "Duowei Times,"March 27, 2009 issue on page A3: New York University Economics Professor Robini published an article in the FORBES magazine pointing out the danger of financial crisis as a nation of cheaters("Pianzi" in Pin Yin with fraud.(sic) Such drastic hyperbole needs to be re-assessed in light of globalization and the role of USA as a leading nation in world affairs. America has more energy in the form of coal than the Middle East has oil, and coal creates electricity at one-third the cost of most other fuels. Coal is alerady responsible for generatinig nearly 50% of the electricity we use today, and we know that the affordable energy that coal provides keeps businesses competitive and creates jobs for American workers.

Wall Street Journal,April 16, 09 page A1:Australian Prime Minister Kevin Rudd, a Mandarin-speaking former diplomat in China has been abusively called a roving ambassador for Beijing by the political opposition party. Language may or may not influence human behavior. I love both Chinese and English languages but I believe I am still the same person in my ethnicity. China is not a currency manipulator:WashPost,4/16

Washington Post, April 16, 2009, page A15:

The Obama administration Treasury Secretary Tim Geithner declines to call China a currency manipulator. Such rationale can be viewed by www.blogger.com in the past blogs for verification.

Tim Geithner said China had played a constructive role in the global downturn including advancing an economic stimulus package that was second in size only to the program the United States is pursuing. China is carrying out a $586 billion stimulus package to shield the nation from the global slump. USA had the largest stmulus package with the intent to change recession to recovery in the years to come.

Report from AP in Beijing, April 16 - China's economy grew at its slowest pace in a decade in the first quarter as the global financial crisis battered trade, but the performance was better than expected amid huge stimulus spending.

Page A14: Uncertainty about US economy adds clout to social cues: "Traditional economics assumes that we are all rational, that we approach things rationally, take in all the info and then weight it and make a decision," said Thomas Gilovich, a Cornell psychologist and co-director of the Center for BEHAVIORAL ECONOMICS AND DECISION RESEARCH. "To A BEHAVIORAL ECONOMIST THAT SEEMS CLEARLY UNTRUE."

Query: Can we measure human behavior with numbers as reliable data in economics?!

As I sent my prior blogs: Folks in China have different lifestyle and not to be compared with statistical data from the folks in USA. Therefore,China's economy depends on the behavior of the Chinese people.

Please ponder and reflect such realities to be relevant or otherwise re the future of Sino-American Economics.

"It is not the absolute money that you have, but the whole history of how you got it," said George Loewenstein, a professor of economics and psychology at Carnegie Mellon University. I do see the integration of economics and psychology for the economy of the US and China for recovery from the crisis in due course of time.

Obama: Economy Gaining Traction:WashPost,4/15/09

Page A1,A16:

The president and the FED chairman voiced cautious optimism that the economy could be beginning to stabilize. But the economy was not cooperating. Such happening maybe a matter of transient situation or political necessity of official optimism? Readers can give views as freedom of thoughts!

The administration's actions are starting to generate signs of economic progress, the president said at Georgetown University, noting that some lending markets are recovering along with other sunny signs. President Obama garnered particular applause when he was critical of business practices on Wall Street. On page A12: The president challenged Congress to come up with an entirely new regulatory structure by the end of the year. Such is political economy in action for the wellbeing of the people of USA as I would envision with the same rationale. It is the economic principle of distribution of income and wealth in America.

The job market is likely to remain poor for many months. FED Chairman presses financial literacy for minorities. "Keys for Economic Understanding" is dedicated to minorities to get training to have a marketable skill to supply the demands of a changing America. The role of community colleges is significant from the approach of grassroots. "The Future of Community Colleges" was published by the Congressional Record,July 18, 1974 with such vision.

On page A7: President Obama plans to go to Latin America this week and will meet Venezuela's Hugo Chavez who is a strident socialist attacking US policies as savage neoliberalism. Chavez's national oil wealth has shrunk significantly with the global decline in demand, and he has had to cut back social programs at the heart of his revolution. During a visit to China last week following a stop in Iran, Chavez said "no one can be ignorant that the center of gravity of the world has moved to China." He went on to declare that the power of US empire has collapsed. Such wild hyperbole maybe rebutted by readers of Sino-American Economics. Needless to say, everyone can make his/her own judgment.

Page A17: Energy Secretary Steven Chu backs clean coal. Chu noted that the US has the most known coal reserves in the world and that more than half of domestic electricity is generated by coal. Even if the US turns its back on coal,China and India will not, and so,given the state of affairs,Chu would prefer to say let's try to develope technologies that can get a large fraction of the carbon dioxide out of coal.

Sinno-American Friendship since I was in High School

Reflection Today: I attended an American high school(Gonzaga College) in Shanghai in early 1940s and graduated from an American university with B.A. degree in 1946. However,I lived under Chinese cultural influence in Shanghai until I came to the United States in 1947.

Such background has shaped me to sustain Sino-American friendship since my formative years to date. The friends who have come to my life stay with me forever and they have lodged in my memory. The connection remains in my heart as if protected in a time capsule. That bond will stay strong for the whole of my life. By the same token, I have reason to believe that USA and China are friends to cooperate in global issues in the 21st century.

Eleanor Roosevelt said: "It is a curious thing in human experience, but to live through a period of stress and sorrow with another person(or nation) creates a bond that nothing seems able to break.

Plato said: "Friends have all things in common."

Confucius and Mencius had similar or identical thoughts about friendship.

I tried to synthesize Greek and Chinese thoughts in globalization as shown in my humble work listed in the Library of Congress in 1950.

Public and Private Sector:WashPost,4/10//09

Economy: page A12: A public fix for health care need not abandon the market i.e.the private sector. Such rationale is the same as my previous blogs to describe the American economy: Private sector and public sector or vice versa as the proper way to describe the economic systems of nations.

In "Hua Qiao Ri Bao" i.e. Overseas Chinese Daily,Feb.23, 1982. That was more than 27 years go, I made comments about New Federalism to celebrate FDR's centennial birthday and the neglect of human capital. I have been submitting my blogs aprops of human capital recently in 2009. As an economist with focus on human capital,I do hope that human capital should be utilized properly in USA and in China otherwise there will be wastes of human resources.

Paul Volcker, former FED chairman and now a key economic adviser to Obama, writes the foreword to the book,"Innovations in Human Resources Management": Getting the Public's Work Done in the 21st century(M.E. Sharpe Inc., 2009) His report insisted on revitalization of the public service in 2003.

President Obama, to his great credit, is encouraging people to engage in voluntary public service. Here is the common ground of Sino-American economics. Obama believes that change really comes from the ground up, not from Washington. In other words, people are the movers for changes in America. That would mean: People's Republic of USA to share similar name as "People's Republic of China" Food for thought for two great nations in the 21st century.

Jeremy Shapiro, director of research for the Center on the United States and Europe at the Brookings Institution said, "Europeans are hungry for American leadership but tired of American arrogance."

Neil Gardiner, director of the Margaret Thatcher Center for Freedom at the Heritage Foundation, said "the approach is not without risks. Obama has embarked on a new course that projects humility and an overbearing desire to apologize for America's past behavior."

"This is a high-risk strategy that could well backfire," Gardiner said. "There is a real danger that the US will be seen as a soft touch, both by European partners as well as by America's biggest enemies, from Al-Qaeda to the mullahs of Tehran."

Let it be known that the meek would catch the hearts and the minds of the people in nations. Asians are under the influence of Confucianism with focus on humility and modesty. President Obama's good demeanor would be the smart diplomacy in the 21st century for USA to search for global peace and development.

Washington Post, April 2, 2009 Dennis Wilder,a visiting fellow at the Brookings Institution published the following article:

"How a'G-2' would hurt." It is a misnomer, indeed. G-2 is a significant part and parcel of G-20 since US and China would strengthen relationship in the days to come for mutual benefit as agreed by President Obama and President Hu.

Such announcement would not jeopardize US relationships with nations in Asia as Dennis Wilder stated. I would be more inclined to endorse the statement of Secretary of State Hillary Clinton from economic aspects rather than political push in the article by Wilder. "It is the Economy,Stupid" to be quoted as the common expression.

It should be noted that Japan to India are in Asia and China has influence in Asia as influence of USA in Asia.Readers of Sino-American economics have the right to reason your own way about the future relations of USA and China with empirical evidence.
